DVSA New Driving Rule from June 9: Key Changes for Learners

The Driver and Vehicle Standards Agency (DVSA) will implement a new driving rule from June 9, 2026, which motorists must be aware of. The change aims to tackle the 22-week backlog learners face when booking tests.

What is the new rule?

Until June 8, provisional licence holders can book their test at any UK test centre. From June 9, while online booking remains the same, drivers must commit to a specific area. They will only be allowed to reschedule to a new date or time at the original test centre or one of the three nearest centres to their first booking.

If a driver wishes to move their test to a different centre, they are entitled to one further change under the updated guidelines. This second change allows learners to select from the three test centres closest to their current location.

Why is this being introduced?

The move is designed to reduce waiting times. Beverley Warmington, DVSA chief executive, praised the rule tweak, stating: "We're determined to reduce waiting times further, building on the more than 158,000 additional tests delivered between June 2025 and March 2026 - supported by driving examiner numbers at their highest level since 2018 and the recent deployment of military driving examiners who are already carrying out tests."

Advice for learners

From June 9, all revised driving test rules will be implemented across the UK. Before booking, discuss with your driving instructor to confirm you are prepared to sit the test. Learners should request their instructor's reference number, as this is necessary when arranging a booking. Select a time and date that suits both you and your instructor (if you require their vehicle for the test). Only make a booking at a test centre you actually plan to use.
