Liverpool City Region Selected as First UK Area for £85m Construction Modernisation Pilot
The Liverpool City Region has been chosen as the inaugural location for a major £85 million government initiative aimed at revolutionizing the UK construction sector. Announced on March 19, this pilot program seeks to overhaul how sustainable social housing, schools, hospitals, and public infrastructure are delivered nationwide.
Boosting a £250 Billion Industry
Dubbed the Industrialising and Digitalising Construction Challenge, the scheme is designed to enhance productivity, reduce construction timelines, minimize waste, improve sustainability, and generate high-skilled employment opportunities. It targets a national goal of constructing 1.5 million new homes, which is projected to unlock £27 billion in economic growth and create approximately 380,000 new jobs across the UK.
Metro Mayor Steve Rotheram emphasized the significance of this selection, stating, "I'm incredibly proud that our area has been chosen as the first national pilot to modernise construction. Our region is home to pioneering expertise in modern methods of construction, advanced manufacturing and digital innovation, with the talent and political will to lead from the front."
Local Implementation and National Impact
In Liverpool, the pilot will collaborate with industry partners such as Onward Homes and Torus Developments to test and refine innovative approaches through two social housing schemes. The findings from these local trials are expected to transform social housing delivery initially and then be applied across the country to benefit other regions.
Mayor Rotheram, who began his career as a bricklayer, highlighted the broader implications: "If we get this right, we won't just build the next generation of affordable social housing, schools and hospitals - we'll strengthen UK supply chains, boost productivity, and give manufacturers the confidence to invest in skills and capacity, helping to create good jobs, and drive growth across the country."
Government Support and Future Prospects
UK Science Minister Lord Vallance praised Liverpool's innovative heritage, noting, "We are beginning our mission to transform the UK's construction industry in Liverpool – a city which has long been at the forefront of innovation and creativity. The digital technologies and manufacturing methods developed here will help us speed up how we can build more homes, schools, and hospitals right across the UK."
This initiative is supported by key stakeholders including Innovate UK, the High Value Manufacturing Catapult, Jacobs, and Torus Developments. It aims to set new benchmarks for efficient, high-quality infrastructure delivery, directly benefiting communities while advancing the construction industry into the digital age and supporting high-skilled jobs in the Liverpool area.
