West Midlands Allocates Millions to Combat Homelessness and Rough Sleeping

Millions of pounds in funding will be invested across the West Midlands over the next three years to tackle homelessness and rough sleeping. This significant financial commitment aims to build on previous efforts and support vulnerable residents in the region.

Funding Breakdown and Strategic Focus

The West Midlands Combined Authority's Overview and Scrutiny Committee is set to review the work of the WMCA Homelessness Taskforce. A report to the committee highlights that the region will receive just over £18.2 million from the Supported Housing Programme. The majority of this funding will be directed to Birmingham and Coventry between 2026 and 2029, areas with high demand for support services.

This programme is designed to increase the supply of supported accommodation by commissioning housing-related support services. It focuses on homelessness prevention and reducing rough sleeping through targeted interventions.

Additional Grants and Past Initiatives

In addition to the Supported Housing Programme, the WMCA will benefit from the Homelessness, Rough Sleeping and Domestic Abuse Grant. The allocation includes £545,845 for 2026/27, £555,713 for 2027/28, and £1,335,461 for 2028/29. This funding supplements grants that individual councils may have received separately.

Between 2020 and 2025, the WMCA Rough Sleeping Initiative Programme invested £2.7 million in various initiatives. This five-year programme supported 6,381 individuals, including:

  • Helping more than 400 people off the streets and into emergency accommodation.
  • Assisting over 1,000 people in securing and sustaining tenancies.
  • Supporting others in employment or training to reduce future risks of homelessness.

Recent Achievements and Future Goals

For the 2025/26 period, more than £900,000 was secured through the Rough Sleeping Prevention and Recovery Grant. This funding was directed towards interventions for individuals at the highest risk of returning to the streets and those experiencing long-term rough sleeping. To date, 488 people have been supported under this programme, with 462 helped to retain or secure new accommodation.

The report emphasises that the overarching objective remains to design out homelessness. The national strategy aligns with the Homelessness Taskforce's focus areas, which include:

  1. Prevention at an earlier stage.
  2. Addressing the impact of homelessness on children and families.
  3. Focusing on people experiencing rough sleeping.
  4. Enhancing collaboration across the region.

The Homelessness Taskforce will continue to work with existing and new partners to promote system change and redouble efforts across the West Midlands Combined Authority region.
