Construction Officially Begins on Two Major College Campuses in Vale of Glamorgan

Cardiff and Vale College (CAVC) has officially commenced construction work on two new campuses through a groundbreaking ceremony, marking a significant £119 million investment in further education within the Vale of Glamorgan. This ambitious project will deliver modern, purpose-built facilities designed to enhance learning opportunities for thousands of students and staff.

Details of the Twin Campus Developments

The investment encompasses two distinct campuses. Firstly, a new waterfront campus will be constructed in Barry, accommodating approximately 900 students. This facility will be situated near the college's existing, ageing Colcot Road building, providing a contemporary replacement. Secondly, a new Centre for Aerospace Training will be established at Cardiff Airport, designed to serve around 2,000 learners and more than 100 staff members. This centre will be adjacent to the existing international Centre for Aerospace Training, creating a hub for aviation education.

Innovative Funding Model and Financial Contributions

The campuses are primarily financed through the Welsh Government's innovative mutual investment model (MIM), administered via the Welsh Education Partnership Company (WEPCo). Under this arrangement, construction costs will be repaid over a 25-year period. This marks the first instance where the Welsh Government has utilised the MIM to fund a college project, showcasing a novel approach to educational infrastructure investment.

Cardiff and Vale College is contributing approximately 19% of the total project costs. This financial commitment will be partly supported by proceeds from the sale of its current Colcot Road campus site. Both campuses have been meticulously designed to achieve net zero carbon emissions, aligning with sustainability goals.

Project Timeline and Key Statements

Funding for the construction has been secured from Aviva following a competitive selection process. The campuses are scheduled for completion in the summer of next year, ready for the commencement of the 2027/28 academic year. Education Secretary Lynne Neagle expressed strong support, stating, "We are really pleased to support Cardiff and Vale College’s twin-campus project as part of our sustainable communities for learning programme through our innovative mutual investment model. This demonstrates our commitment to further education in Wales, and I look forward to seeing learners thrive and flourish in these exciting new facilities."

He emphasised that the campuses will belong to the communities, delivering long-term educational, social, and economic benefits.

Collaborative Efforts and Construction Progress

Christian Stanbury, CEO of WEPCo, praised the collaborative effort, noting, "This moment is the result of outstanding collaboration and commitment across the partnership, including WEPCo, Cardiff and Vale College, Bouygues UK, Meridiam, the Development Bank of Wales, our funders, and the many individuals working tirelessly behind the scenes to make it possible." He added that both campuses will play a transformative role in their communities for years to come.

Mark Cesenek, UK Managing Director for Wales and the south west of England at construction firm Bouygues, reported significant progress already underway, including site accommodation setup, ground remediation, concrete piling, and foundation and drainage works. He stated, "Breaking ground on these exciting and innovative builds marks the start of something truly special. In the coming weeks, the steel frames will begin to rise from the ground, bringing this development to life."
