A Midlands magistrate has been formally reprimanded after an investigation found she engaged in inappropriate behaviour during a family court hearing, including banging her desk, swearing, and making prolonged eye contact.

Investigation Uncovers Unprofessional Conduct

The Judicial Conduct Investigations Office (JCIO) found that Dr Amy Delicate, who serves on the West Midlands and Warwickshire circuit, displayed conduct that multiple witnesses interpreted as expressions of frustration and partiality. The investigation concluded on 28 November 2025.

According to the official findings, Dr Delicate's behaviour included the deliberate use of inappropriate language, audible sighing, and prolonged eye contact directed at a party in the courtroom. Investigators noted she was visibly frustrated throughout the proceedings.

Formal Consequences Despite Previous Good Record

Although the hearing itself was not disrupted and its outcome remained unaffected, the JCIO determined that her behaviour caused embarrassment to court staff and negatively impacted the working environment.

Dr Delicate, who had maintained a five-year unblemished record prior to this incident, offered what was described as a qualified apology. She stated that any swearing or signs of frustration were unintentional and suggested some of her actions may have been misinterpreted.

Formal Advice Issued by High Court Judge

Mr Justice Keehan has handed Dr Delicate formal advice on behalf of the Lady Chief Justice and with the Lord Chancellor's agreement. The JCIO noted that while she apologised and had an otherwise clean record, she did not demonstrate full insight into the implications of her conduct.

A spokesperson for the Judicial Conduct Investigations Office confirmed: Mr Justice Keehan, on behalf of the Lady Chief Justice and with the Lord Chancellor's agreement, has issued Dr Amy Delicate JP with formal advice for misconduct.
