Key Development Proposals Submitted
One notable application involves the demolition of an existing bungalow at 365 Haslingden Old Road in Rawtenstall. The proposal includes replacing it with a two-storey dwelling on the same footprint, along with associated works such as raised decking on the front and rear elevations, an air source heat pump installation, a widened vehicular access, and the construction of a retaining wall for an off-street parking area.
Another significant submission is for a Lawful Development Certificate to change the use of a property at 1 The Mount on Church Street in Stacksteads, Bacup, from a dwellinghouse (C3) to a registered children's home (C2). This application aims to repurpose the building for community care services.
Householder and Amendment Applications
In Haslingden, a householder application has been made for 1 Yarmouth Avenue. This includes the removal of an existing conservatory and the addition of a single-storey rear extension. The proposal also involves replacing a flat roof on the existing single-storey side and front section with a hipped roof, as well as swapping a garage door for a new window with matching brickwork.
Additionally, a non-material amendment application has been submitted for land at Chapel Street in Haslingden. This seeks to extend the length of a proposed building by an additional 2 metres, following approval granted on January 22, 2025, under reference 2025/0372.
Reserved Matters and Tree Works
An application for approval of details reserved by conditions has been made for land at Cowm, adjacent to Back Cowm Lane in Whitworth. This relates to planning permission 2025/0223 and covers multiple aspects, including material samples, hard and soft landscaping, archaeology, sustainable drainage schemes, contaminated land, construction management plans, delivery arrangements, site access, construction hours, and biodiversity net gain conditions.
Furthermore, works to a tree within a Tree Preservation Order (TPO T2/133/A1) have been proposed at Balladen House on Union Road in Rawtenstall. The application specifies pollarding a willow tree (T105) to 8 metres, as per survey reference 2143_QTRA.DaleMoor.01, to manage growth while preserving the tree's health.
