Government Launches Consultation on Driving Licence Changes for Ukrainian Nationals
The Department for Transport, in collaboration with the Labour Party government, has initiated a public consultation regarding significant modifications to driving licence regulations for Ukrainian citizens residing in the United Kingdom. This consultation period is currently open and will accept responses until April 23, 2026.
Proposed Extension of Driving Eligibility
The primary proposal under consideration involves extending the period during which holders of Ukrainian driving licences are permitted to operate vehicles in Great Britain. Specifically, the government is suggesting an increase from the current 36 months to 60 months for certain Ukrainian licence holders. For others, the extension would be from 54 months to 78 months.
This change would apply to various vehicle categories, including cars, motorcycles, and mopeds. The extension would be calculated from the date the individual establishes residency in the UK. This proposal follows previous adjustments that extended the initial 12-month driving eligibility to either 36 or 54 months, depending on factors such as visa application dates.
Rationale Behind the Proposed Changes
The consultation document explains that these measures are being considered due to the exceptional and temporary nature of Ukrainians' residence in the UK under the Ukrainian Visa schemes. The goal is to enable Ukrainian nationals to continue driving in Great Britain without the necessity of exchanging their licences for the duration of their stay.
Under Secretary of State for Transport, Simon Lightwood, stated: "Given the exceptional and temporary nature of Ukrainians' residence in the UK under the Ukrainian Visa schemes, this consultation is on proposals to enable Ukrainians to continue to drive in Great Britain without the need to exchange their licence during the duration of their stay."
