A Department for Work and Pensions minister has publicly acknowledged a significant error in the state pension forecast tool on the Government website, affecting as many as 800,000 retirees. Torsten Bell, the Labour Party MP for Swansea and a DWP minister, spoke out about the mistake, confirming that the system provided incorrect forecasts for many individuals.

Details of the State Pension Forecast Error

The error primarily involves people who were contracted out of the State Earnings-Related Pension Scheme (SERPS), meaning they received the equivalent of their earnings-related state pension through private pension systems. Mr Bell explained that the forecast tool failed to account for contracting-out status in all cases, leading to inaccurate estimates of pension entitlements.

He stated, "The system that was providing state pension forecasts - admittedly, with caveats, to be fair to the last Government, it would have been clear that it was not like an entitlement - provided forecasts that did not take into account that contracting out had taken place in all cases."

Scope and Timeline of the Issue

The minister indicated that the problem largely affects individuals who contracted out between 2016 and 2021. However, he could not provide an exact number of people impacted, as it depends on how many used the forecast model. Mr Bell said, "I cannot tell you exactly how many people have been affected, because that will depend on how many people used the forecast model. We are obviously looking at that, but no one can give you a number for, 'We know this many people in this year'."

Reports suggest up to 800,000 state pensioners may have received wrong forecasts, with one retiree commenting on the Money Saving Expert forum that the online calculator overestimates pensions or underestimates additional years needed for those contracted-out before 2016.

Government Response and Fixes

In response to the error, the previous Government halted online forecasts and encouraged people to call instead when concerns arose. Mr Bell noted, "First, the previous Government stopped providing forecasts and encouraged people to ring instead, when they were worried that people might be affected by this some time ago."

He added that permanent fixes have now been implemented to ensure forecasts accurately reflect contracting-out status. "And then secondly, we have now put in place permanent fixes that mean that people are getting forecasts that take into account their contracting-out status."

The issue highlights a flaw in the calculator, which does not display contracted in or out status year-by-year, making it difficult for individuals to verify their own records. This has raised concerns about transparency and accuracy in state pension planning for retirees across the country.
