HMRC Demands £300 Winter Fuel Payment Repayment from 1.3 Million Pensioners

Households across the United Kingdom are set to receive demanding letters from HM Revenue and Customs (HMRC) starting this Wednesday, requiring the repayment of a £300 Winter Fuel Payment. Approximately 1.3 million state pensioners who automatically receive this payment are affected by this significant financial adjustment.

Eligibility and Income Threshold Details

The clawback specifically targets individuals born on or before June 27, 1960, who receive the Winter Fuel Payment automatically. HMRC will request the money back if their yearly income from private pensions or savings interest exceeds £35,000. This threshold applies strictly, meaning that even £1 over this limit results in the full £300 payment being reclaimed.

HMRC is now writing to those affected to inform them that their tax code is changing as a consequence. Eligible individuals in England and Wales will receive a letter in October or November, detailing the amount of Winter Fuel Payment they will receive and the account into which the money will be transferred. This account is typically the same one used for state pension or other benefits.

Payment Calculation and Opt-Out Options

The Winter Fuel Payment amount is based on the recipient's date of birth and their circumstances between September 15 and 21, 2025. It is important to note that other benefits will not be affected by this payment. Martin Lewis' team at Money Saving Expert advises that if you know your income for the 2026/27 tax year will remain above the £35,000 threshold, you can choose to opt out of receiving the Winter Fuel Payment next winter.

Opting out means you will not need to have the payment clawed back by HMRC later, as you will not receive it in the first place. To opt out, you can complete a form on Gov.uk or call the helpline on 0800 731 0160. If you later wish to opt back in due to a drop in income, for example, you can do so by calling the same helpline or writing to the Winter Fuel Payment Centre at Mail Handling Site A, Wolverhampton, WV98 1LR.

Deadlines and Future Implications

In the 2025/26 tax year, the deadline to opt back in was March 31, 2026, and it is likely to be March 31 again next year. This clawback policy is all or nothing, emphasizing the strict enforcement of the income threshold. The letters being sent from Wednesday mark a critical step in HMRC's efforts to adjust tax codes and ensure compliance with these regulations.
