Wirral Council Lists Prime Heswall Day Centre Site for Development
Wirral Council has officially placed the former Heswall Day Centre on the market, inviting offers for what is described as a prime location with significant development potential. The site, located on Telegraph Road in Heswall, was approved for sale by senior councillors in September 2025 and is now available for purchase.
Background and Closure of the Centre
The Heswall Day Centre, one of nine facilities providing adult social care services in the area, closed permanently in September 2024. A council report attributed the closure to a heating failure, which left the building in a dilapidated condition. Prior to this, the centre had been temporarily closed earlier in 2024 to remove toxic asbestos, and upon reopening in July, further structural issues were discovered.
The service had supported 52 adults, who have since been relocated to other facilities. A survey conducted by the council revealed that refurbishing the building would require a substantial investment, estimated at over £500,000 for basic repairs and up to £5.6 million for a full refurbishment. Given the council's financial struggles, this cost was deemed unaffordable.
Asbestos Complications and Criticism
The presence of asbestos complicated matters significantly, as investigations and surveys involved disturbing sub-structures and piping where asbestos risks were present. This made the building unsafe and costly to maintain.
The decision to sell the site faced criticism from parents Peter Linnane and John Daby in June 2025, who argued that the closure had a massive impact on their sons, Mark and Ben. Peter Linnane expressed horror upon hearing about the plans, stating, I was absolutely horrified. I couldn't believe it.
Development Potential and Location Advantages
Now on the market, the 1.09-acre site is advertised as providing a prime redevelopment opportunity subject to the necessary planning consents. It is bordered by the Heswall Ambulance Station and the Heswall and Pensby Medical Centre, making it suitable for various uses, including residential or commercial development.
Heswall is one of the wealthiest areas in Wirral, with an average house price of £488,645 and detached houses selling for around £632,015. The location offers excellent connectivity:
