Verto Homes, a developer based in Threemilestone near Truro, has formally submitted the next stage of an approved scheme to construct a comprehensive student village for 1,858 students. The application involves a targeted planning performance agreement for the Halo Village development, which will be situated on land at Penvose Farm in Roskrow, Penryn.

A planning performance agreement is a voluntary, project-managed framework established between a developer and the local council. This agreement is specifically designed to manage the intricate design and development processes associated with large-scale or complex proposals, ensuring efficient oversight and coordination.

Planning History and Project Details

Cornwall Council initially rejected the scheme in 2023, deeming it objectionable at that time. However, the council later granted full planning permission in 2024 for this purpose-built student accommodation and associated amenities. The development is strategically intended to service the expanding student population at the Tremough Campus in Penryn, accommodating students from both Exeter University and Falmouth University.

The Halo Village will feature 1,858 beds, including 97 wheelchair-accessible units to promote inclusivity. Community and Leisure Facilities

Sports and leisure facilities are also a key component, with plans for a gym, a yoga studio, squash and tennis courts, and a sports clinic. These amenities aim to foster a vibrant, healthy community atmosphere within the development.

Environmental and Economic Impact

Verto Homes has emphasized that the Halo Village will be constructed to the very highest environmental standards. The company aims for the embodied and operational carbon of the development to achieve net zero or even beyond zero, aligning with contemporary sustainability goals.

Economically, the project is projected to generate significant employment opportunities. During the construction phase, approximately 1,550 jobs are expected to be created. Once operational, the development will support around 350 permanent positions, contributing to the local economy.
