Liverpool is set to undergo a significant transformation in its urban transport landscape this February, with the launch of a major new shared micro-mobility scheme. The initiative will see 2,000 shared e-scooters and 150 e-bikes deployed across the entire city, marking a substantial expansion of sustainable travel options for residents and visitors alike.

Expanding Access to Neighbourhoods

This ambitious rollout represents a notable step forward in making micro-mobility more inclusive and accessible. For the first time, areas such as Speke and Garston will gain access to these shared electric vehicles, breaking away from the traditional city-centre focus. The service will operate 24 hours a day, seven days a week, ensuring round-the-clock availability for users across Liverpool.

A New Pricing Model for Safer Journeys

One of the most innovative aspects of this scheme is the introduction of a distance-based pricing option by the new provider, Bolt, which replaces the previous operator, Voi. Instead of the conventional per-minute charging structure, riders will have the choice to pay per mile travelled.

This model is specifically designed to encourage slower, safer riding behaviours by removing the financial incentive to rush through journeys. Officials believe it will help reduce risks at busy junctions and discourage improper parking, as users no longer need to minimise costs by finishing trips hastily.

Cllr Steve Foulkes, chair of the transport committee at Liverpool City Region Combined Authority, emphasised the scheme's role in the city's broader transport strategy. "Building on more than five years of our successful e-scooter scheme, this new partnership with Bolt marks the next chapter in our commitment to delivering a truly integrated transport network that's greener and easier to use," he stated.

Cllr Dan Barrington, Liverpool City Council's Cabinet Member for Transport and Connectivity, highlighted the practical benefits for residents. "We know that e-scooters are incredibly well used across Liverpool, and they provide a quick, sustainable way to travel throughout the city. The new service will operate at all hours of the day and cover more areas than ever before," he noted, pointing to enhanced support for night workers when public transport options are limited.

Safety Features and Responsible Use

To promote safe and considerate usage, the e-scooters come equipped with advanced safety and parking features:

  • A maximum speed limit to control rider velocity
  • AI-powered photo validation technology to ensure proper parking
  • A test function designed to prevent operation while under the influence of alcohol

Georgia Heathman, Bolt's UK Policy Lead, expressed enthusiasm about Liverpool's potential for sustainable transport. "By expanding scooters and e-bikes across the entire city, introducing distance-based pricing, and rolling out our most advanced e-bikes to date, we're making it much easier for people to get around while also reducing car traffic," she explained.
