West Midlands to Get 2000+ New E-Bikes & E-Scooters in Zero-Cost Taxpayer Deal
New Zero-Cost E-Bike & E-Scooter Scheme for West Midlands

More than two thousand new electric bikes and scooters will be deployed across the West Midlands from April, following a significant new partnership that comes at no cost to local taxpayers.

New Provider and Significant Savings

Transport for West Midlands (TfWM) has appointed global micromobility operator Lime to manage the region's cycle hire and e-scooter scheme. The decision was made after a competitive tender process. Crucially, the new arrangement will operate without public subsidy, generating an annual saving of £1.4 million for the authority – the previous cost of running the cycle hire scheme.

This follows a short-term contract extension granted by TfWM in October last year while they sought a new long-term provider. Officials stated a clear goal for the new agreement, effective from April 1, to be self-sustaining without relying on public funds.

Expanded Fleet and Price Freeze

Lime will introduce a new fare structure but has committed to maintaining overall price levels for the initial two years. This move is designed to ensure that sustainable travel remains a budget-friendly choice for residents. Immediately after the April launch, both e-bikes and e-scooters will be available in all areas currently served, with plans to expand the network in collaboration with local councils and TfWM.

West Midlands Mayor Richard Parker welcomed the deal: "By bringing in a brand-new fleet of bikes and scooters and freezing prices for the next two years, we're making sure there's a practical and affordable green alternative for shorter journeys – helping to tackle traffic congestion and improve the air we breathe." He added, "This is money we can now reinvest back into our regional transport, delivering better journeys for everyone."

Building on Active Travel Foundations

Final details of the scheme are being completed and will be announced alongside a new customer app ahead of the service launch. Tom Newham, Lime Senior Manager of Public Affairs, expressed enthusiasm: "We're thrilled to be coming to the West Midlands... The region is well suited and primed for this, with multiple towns and city centres close together and a strong public transport network."

Beccy Marston, West Midlands Active Travel Commissioner, highlighted the partnership's role: "This marks an exciting step forward for active travel... By significantly increasing the number of e-bikes across the region, we're making it easier for more people to choose a convenient, affordable and sustainable option for short journeys."

It was confirmed that, as with the existing scheme, Lime e-scooters will initially be available in Birmingham and on the University of Warwick campus only, while the e-bike network will be broader.
