New financial support is being rolled out to help vulnerable residents cope with the ongoing cost of living crisis. The Department for Work and Pensions (DWP) Household Support Fund is facilitating payments of up to £200 for eligible claimants in specific areas, including Portsmouth.

Who is Eligible for the Payment?

The scheme is targeted at low-income households who are struggling with rising energy and water bills. To qualify, applicants must fall into one of several specific groups and meet strict income thresholds.

You must be a state pensioner receiving a disability benefit such as Personal Independence Payment (PIP), Disability Living Allowance (DLA), or Attendance Allowance. Alternatively, eligibility extends to those on Carer's Allowance, or the Carer's Element of Universal Credit.

The scheme also includes low-income working-age adults who are unable to work, specifically those with Limited Capacity for Work (LCW) who do not receive PIP. Single parents on Universal Credit, where the claim includes both a child element and a housing costs element, can also apply. This includes those in temporary council accommodation who pay their own utility bills.

Income Limits and Payment Amounts

Crucially, household income must be below set limits. For a single adult, the maximum weekly income to qualify is £935. For a couple, the threshold is £1,350 per week.

The payment amounts are fixed:

  • A single-person household meeting the criteria will receive £150.
  • A household with two or more people will receive £200.

How and When to Apply in Portsmouth

Portsmouth City Council is administering the scheme locally. The local authority has urged eligible residents to act quickly, stating: "Due to limited funding, this scheme may close early if all funds have been given out."

Applications must be submitted by 12 noon on Thursday 29 January 2026. The primary method is via an online application on the council's website. Applicants need to upload proof of their circumstances.
