Five groups excluded from Winter Fuel Payment

The Department for Work and Pensions has reinstated Winter Fuel Payments for millions of pensioners this year, but has clearly outlined five specific groups who will not qualify for the financial support.

Chancellor Rachel Reeves from the Labour Party confirmed the continuation of the payments, which are typically between £200 and £300, to help older people with heating costs during the colder months. However, the DWP has identified several circumstances where individuals are excluded from receiving this crucial winter assistance.

Who Misses Out on Winter Fuel Support?

The first group excluded comprises people living outside England and Wales. Residents in Scotland do not receive the standard DWP payment but may qualify for the alternative Pension Age Winter Heating payment. Those in Northern Ireland might be eligible for support from the Northern Ireland Executive, which maintains the same eligibility criteria as England and Wales.

The second category includes individuals who were in hospital receiving free treatment throughout the entire week of September 15-21, 2025, and during the same period the previous year. This extended hospital stay automatically disqualifies them from the payment.

Immigration Status and Institutional Care Exclusions

People who need permission to enter the UK and whose granted leave explicitly states they cannot claim public funds form the third excluded group. Their immigration status prevents them from accessing this type of government support.

The fourth category consists of those who were in prison for the whole of the qualifying week from September 15-21. Like hospital patients, incarcerated individuals during this specific period are ineligible for the payment.

Finally, some care home residents may also be excluded. While most people living in care homes can still receive Winter Fuel Payment, you will not be eligible if both of the following conditions apply: you receive certain benefits including Universal Credit, Pension Credit, Income Support, income-based Jobseeker's Allowance or income-linked Employment and Support Allowance, AND you lived in a care home for the whole time from June 23, 2025, or earlier.

Do not reply to suspicious text messages, download attachments, or click links in emails if you are unsure they are genuine.
