The Department for Work and Pensions (DWP) has confirmed four significant changes that will affect all claimants of Personal Independence Payment (PIP) by the year 2029. These modifications are part of the Health Transformation Programme, which aims to overhaul health and disability benefit services.
Overview of the Changes
The DWP plans to create a more integrated health and employment journey for claimants. The four main changes include:
- Reduced complexity: Claimants will spend less time navigating complicated processes.
- Improved customer journey: The option to apply, track, and update claims online will be available.
- Tailored tools: Data and technology will be used to provide personalized support.
- Enhanced support: Caseworkers will have more time to deliver meaningful assistance during critical moments.
Timeline of Implementation
In 2023, the DWP launched a fully online self-service application channel for PIP in a limited number of postcodes. The following year, the new PIP Service minimum viable service was introduced. By 2025, testing of the Health Assessment Service began, and the digital Health Information Gather was expanded. Earlier this year, the new Health Assessment Service was further expanded with assessment providers.
Upcoming Milestones
From February 2026, the DWP will develop the new PIP Service and test a new agent-assisted registration journey to help guide applicants through the registration process. In 2027, greater employment support will be integrated into the new PIP Service. By December 2029, all new PIP users will have access to the full new PIP Service, which will allow them to apply, upload evidence, report changes, track progress, and view payment details online.
The DWP continues to roll out additional features, ensuring that by 2029, the entire PIP process is streamlined and accessible online for all claimants.
