Sevenoaks District Council has formally announced its intention to grant a legal easement to gas network operator SGN for infrastructure works at a popular public open space.
Details of the Proposed Easement
The council issued a statutory notice on January 8, 2026, which was published in the Sevenoaks Chronicle. The proposal, made under the Local Government Act 1972, Section 123(2A), concerns land at Oxenhill Meadow, Tudor Drive, in Kemsing, Sevenoaks.
The easement would allow SGN to lay and maintain a replacement gas pipeline across a section of the meadow. Crucially, the council has confirmed it will retain the freehold ownership of the land, and its primary function as public open space will continue unchanged.
Public Access to Plans and How to Respond
Residents who wish to examine the specific details of the proposal can view the plans at the Council Offices on Argyle Road, Sevenoaks. Viewing hours are Monday to Thursday from 8:45am to 5pm, and on Friday from 8:45am to 4:45pm. The council advises contacting them in advance to confirm opening hours.
Anyone with concerns or who believes they may be adversely affected is encouraged to submit a written representation. These must be sent to the Senior Estates Surveyor at Sevenoaks District Council and must arrive no later than January 23, 2026.

Impact on the Meadow and Network Safety
An easement grants specific legal rights for access and work along a defined route, without transferring land ownership.
