Rochdale Borough Council has validated a fresh batch of planning applications, covering a diverse range of projects from major business park developments to residential extensions and community facilities. The applications were formally accepted for consideration in the week ending Friday, December 12.
Major Developments and Business Park Plans
Among the most significant proposals is a non-material amendment to a previously approved plan for the Atom Valley Innovation Centre at Plot R on Kingsway Business Park. The amendment seeks to raise the finished floor levels to facilitate improved construction methodologies at the site on Michael Faraday Avenue.
In another notable industrial application, a plan has been submitted for the sub-division of an existing building into six general industrial units (Use Class B2) at 43A Northern Accident Repair on Oldham Road. The proposal includes a replacement roof, removal of flues, new rooflights, installation of four doors and two roller shutters, and alterations to the parking layout.
Furthermore, a prior notification has been submitted for the proposed demolition of the existing mill building at Regent Mill on St James Street in Heywood.
Community and Residential Proposals
A key community-focused application involves the Jamia Masjid Chashtiah Mosque at 49-53 Milkstone Road in Rochdale. The mosque seeks permission for a redesign of its front elevation with alterations to fenestration, the erection of a 4.8-metre high minaret on the roof, the installation of solar panels, and the application of white render to both front and rear elevations.
Several residential change-of-use applications have also been lodged. These include a proposal to convert a dwellinghouse at 316 Manchester New Road in Middleton into a children's care home (Use Class C2) for a maximum of four children with carer accommodation. Another seeks retrospective permission for the change of use from a dwellinghouse to three self-contained flats at Mayfield Motors, Tim Bobbin Garage, 5 Kiln Lane in Milnrow.
On Drake Street, an application has been made for a proposed flat roof and small rear dormer for tuition class use at numbers 134-136. This plan also includes erecting a brick wall at ground floor level with a fire escape balcony above, adding a new fire exit stairwell on the first floor, relocating a previously approved stairwell, and inserting additional windows and a door.
Home Extensions and Agricultural Buildings
The council has also validated a number of applications for domestic extensions and outbuildings. These include:
- A prior approval application for a proposed single-storey rear extension measuring 6 metres in depth at 529 Bury Road, Rochdale.
- A two-storey side extension at 1 Pilkington Street in Middleton.
- A single-storey side and rear extension with garage conversion at 8 Malvern Road, Middleton, which involves raising the roof height and inserting a rooflight.
- An application for a certificate of lawfulness for the proposed conversion of a garage to ancillary living accommodation at 4 St Pauls Close in Heywood.
- The erection of an agricultural equipment and feed storage building with associated stables on land next to 19 Salley Street, Calderbrook, Littleborough.
Additionally, an application has been made for the demolition of the structurally unsafe and damaged upper section of a tower at Moss Mill Industrial Estate on Woodbine Street in East Rochdale.
The validation of these applications marks the first step in the planning process, with council officers now set to assess each proposal against local and national planning policies. Residents and interested parties will have the opportunity to comment on the applications as they progress through the system.
