UK tourists who receive Personal Independence Payment (PIP) or Disability Living Allowance (DLA) from the Department for Work and Pensions are being warned about potential on-the-spot fines of up to €1,000 when visiting Spain this summer. The alert specifically targets popular destinations like Tenerife in the Canary Islands and Benidorm in Alicante, where strict mobility scooter regulations are enforced.
Strict Enforcement in Tourist Hotspots
In Tenerife, local police can issue fines of up to €500 due to restrictions on mobility scooter use. Reports indicate that vehicles have been seized in some cases, highlighting the seriousness of the enforcement. Benidorm has also tightened its rules, with rental age limits now requiring users to be over 65 years old unless they provide proof of a certified mobility issue. Additionally, users may need to obtain public liability insurance to comply with local laws.
Speed limits are rigorously enforced, with scooters restricted to 4 km/h on pavements and 20 km/h or less on cycle lanes and roads. Unsafe use can result in fines ranging from €500 to €1,000 for more severe violations. These measures aim to ensure safety in crowded tourist areas, but they pose a significant risk to unaware travellers.

Ben Kenny, Director at Muick Sandy, emphasized the importance of understanding destination-specific rules. He stated, "As we move into peak travel season, travellers must understand that rules can vary significantly between destinations, and misuse can result in serious penalties including fines and even having your mobility scooter seized by local police." He added that while mobility scooters are common in the UK with rare misuse, this does not always apply to holiday spots where regulations are stricter.
Kenny urged travellers to check with local authorities before their trip, noting that speed limits, restricted access zones, documentation requirements, and enforcement measures can vary widely. This proactive approach can help avoid unexpected fines and disruptions during vacations.

Tenerife attracts as many as six million visitors each summer, making it a key destination for UK tourists, including those with mobility needs. Neighbouring islands like Lanzarote and Gran Canaria also see high traffic. Similarly, Benidorm remains a go-to choice for British holidaymakers during the June to August period, further increasing the potential for incidents involving mobility scooters.
