Birmingham City and their Championship rivals will now operate under new financial regulations known as Squad Cost Ratio (SCR), following a vote by Championship clubs to scrap the previous Profit and Sustainability Rules (PSR). The new system, which aligns with changes in the Premier League, is set to reshape how clubs manage their finances, particularly in the transfer market.

What is Squad Cost Ratio?

Under SCR, clubs are allowed to spend up to 85% of their revenue on football-related costs. Revenue includes gate receipts, broadcast deals, commercial income, and player sales (averaged over three years). For every £100 earned, clubs can spend £85 on wages, transfers, and agent fees. The previous PSR system allowed total losses of up to £39m over three years.

Penalties for Overspending

Clubs that exceed the 85% threshold by up to 30% enter a 'green threshold' and face fines. Those spending more than 30% above the limit enter a 'red threshold' and receive an automatic six-point deduction, plus an additional one-point penalty for every £6.5m overspent beyond that point.

Impact on Birmingham City

Birmingham City reported revenue of £35.6m in their latest accounts, placing them among the higher-earning Championship clubs. This gives them a competitive advantage under SCR, as they can reinvest a larger proportion of their income. Clubs with lower revenues, such as those with smaller stadiums or less commercial appeal, may struggle to keep pace.

Football finance expert Kieran Maguire noted on the Price of Football podcast: "Those clubs that don't generate enough revenue, either because the infrastructure is not there or the owner is not interested, will be the losers."

Concerns and Criticisms

Critics argue that SCR does not address the financial gap between the Premier League and the Championship, nor the impact of parachute payments. Maguire explained: "First-year parachute payments are around £50m for relegated clubs. Under SCR, 85% of that is £42.5m, giving them a sizeable advantage."

There are also worries about long-term planning. Maguire warned against owners who might invest heavily in one season and then cut back drastically, causing instability. Additionally, the gap between the Championship and League One could widen, as League One allows clubs to spend up to 50% of revenue.

Birmingham City manager Chris Davies will now work with the club's hierarchy to plan a summer transfer budget that complies with SCR while aiming to strengthen the squad for the upcoming season.
