Birmingham Sex Offender Sentenced for City Centre Attacks
A Birmingham sex pest has been jailed after a series of disturbing attacks in the city centre, including targeting a mother with her children and a woman in a wheelchair. Quinton Brown, aged 52, exposed himself and made threatening comments to victims during the incidents.
Horrific Incidents on Colmore Row
Brown was seen stumbling around Colmore Row with his trousers and underwear around his ankles, exposing himself to members of the public. Onlookers fled into nearby restaurants to escape his behavior. The court heard how he approached a group of young females first, making inappropriate comments before moving on to other victims.
One particularly distressing incident involved a mother with her two children and sister near West Midlands Police headquarters at Lloyd House. Brown approached them saying 'Hi girls, I want to rape with a white girl' repeatedly before grabbing one woman's face and knocking her glasses to the ground. The children began crying hysterically as the family fled to report the attack.
Multiple Victims Targeted
The attacks continued as Brown moved along Colmore Row where he lashed out at a young woman in a wheelchair, knocking her from her chair. The victim described feeling 'freaked out' and shocked by the assault. Restaurant staff witnessed Brown masturbating in public as people tried to remove themselves from the area.
Police received multiple calls about Brown's behavior on Saturday, January 17. He was eventually arrested after passing out on street furniture, initially telling officers his name was the 'Milkybar Kid' before providing his real identity.
Court Proceedings and Sentencing
At Birmingham Crown Court, Brown admitted to exposure and two counts of assault. He was sentenced to ten months in prison on Monday, February 16. The court heard he is currently serving a sentence for a previous crime having been recalled to prison.
Prosecutor Simon Hunka detailed the sequence of events, noting Brown had 16 previous convictions for 24 offences including wounding with intent, firearms possession, robbery and assaults. In 2023, Birmingham Live reported he received a suspended sentence for threatening someone with a meat cleaver on the city centre landmark known as 'The Ramp'.
Defense and Judicial Response
Defense barrister Eoin Campbell told the court that Brown, a father of two, struggled with mental health issues following his release from jail in 2025. He claimed Brown had received threats to his safety and his room was broken into after rumors spread that he had come into money.
Campbell suggested Brown's actions were an attempt to 'get himself arrested' due to safety concerns. Appearing via video link from prison, Brown said: 'I didn't behave properly. My brain was scattered, I was scared. I'm very, very sorry.'
Judge Dean Kershaw rejected this explanation, concluding Brown had taken drugs and was intoxicated during the attacks. The judge told Brown: 'The reality is what you did on that day was really quite disgusting and you know it, you said so. You're ashamed of what you did.'
Judge Kershaw acknowledged this was Brown's first offence of a sexual nature despite his significant criminal record, and noted his remorse appeared genuine. However, the judge emphasized the lasting impact on victims, stating: 'These kind of things affect people for a long, long time even though for you it's short-lived.'
