Jayden Williams, 26, of Low Hill Crescent, Wolverhampton, has been ordered to pay a total of £1,722 after being caught on CCTV dumping a black sofa on Racecourse Road on August 22 last year. The incident occurred at around 10pm, and Williams was seen with another man unloading the sofa from the roof of a BMW before driving away.
Council investigation leads to prosecution
City of Wolverhampton Council received footage from a local business and launched an investigation. Officers traced Williams as the registered keeper of the vehicle and issued a fixed penalty notice (FPN) of £1,000. Williams contacted the council to acknowledge the FPN but claimed he could not pay immediately. Despite being granted an extension, he failed to pay and did not respond to further correspondence.
On June 17, Williams pleaded guilty at Dudley Magistrates' Court to one charge of depositing controlled waste under the Environmental Protection Act 1990. He told the court he had been helping a friend clear their house and did not consider the consequences. He admitted he had 'made a stupid decision' and had 'no excuse for it'.
Court penalties and victim surcharge
Magistrates fined Williams £730 and ordered him to pay a victim surcharge of £292 and costs of £700, bringing the total to £1,722. The council's resident services boss, Councillor Qaiser Azeem, said: 'Fly tipping has a real impact on our city and on our residents – it causes environmental harm and can affect community pride. This successful prosecution sends a clear message that the thoughtless dumping of waste will not be tolerated in Wolverhampton.'
Azeem added: 'Our teams work hard to investigate incidents, gather evidence and bring offenders before the courts. We are committed to protecting our communities and ensuring our city is a clean, safe place to live, work and visit. We are investing in enforcement and anyone caught fly tipping can expect to face the consequences.'
Shop a Tipper campaign and waste disposal options
The council's Shop a Tipper campaign encourages residents to report suspected fly-tippers. Images of offenders are shared online to identify them.
