The Department for Work and Pensions (DWP) has confirmed that additional £200 payments will be issued automatically to younger state pensioners. Those aged 66 to 79 will benefit from a £200 Winter Fuel Payment, while individuals aged 80 and over will receive £300. The payouts are available to state pensioners born after 1946.
Background on the Payment Changes
In July 2024, the government announced that future Winter Fuel Payments in England and Wales would only go to those on low incomes receiving specified benefits such as Pension Credit. This change reduced the number of recipients from approximately 11 million to just 1.3 million during the winter of 2024-25. The Labour government’s decision sparked widespread criticism, leading to the reinstatement of payments for nine million pensioners last year.
Reactions from Advocacy Groups
Joanna Elson CBE, Chief Executive of Independent Age, stated: “The UK Government was right to widen the eligibility criteria for this coming winter. No older people living on a low income should miss out on this vital entitlement. Worryingly, scammers are using the uncertainty around the Winter Fuel Payment as a means of targeting those in later life. This entitlement is there to protect older people in financial hardship during the winter months.” She added that the payment will be made automatically to anyone aged 66 and over, and for those with an annual income over £35,000, HMRC will reclaim the payment. Therefore, no additional information is required from recipients.
Dennis Reed, Director of Silver Voices, commented on the earlier scrapping of the universal payment: “We will be handing in a petition with over 105,000 signatures calling for a reversal of this cruel policy. When counted together alongside other organisations, our multiple petitions total more than 500,000 signatures. For the UK Government to continue to ignore the political will of the people is politically unsustainable. If scrapping the universal Winter Fuel Payment had been in the Labour Manifesto, or even raised during the campaign, there would be many fewer MPs on the Labour Benches.” He emphasised that very few people support targeting poor pensioners and that organisations working with older people are appalled by the decision. “To justify a policy which impoverishes up to 3 million pensioners living on the breadline, because a few very wealthy businessmen don't need the payment, is illogical. Let the Sir Jim Ratcliffe's and Lord Alan Sugar's of this world set up a fund to ensure the universal payment continues, a fund called a billionaires' tax. The Independent Age research shows that living in one room with your overcoat and scarf on will be a reality for millions of older people this winter, unless good sense prevails.”
