These individuals will soon receive official communications—via letter, text, or email—demanding repayment of the benefit.

How the Clawback Process Works

According to warnings from Money Saving Expert, founded by financial guru Martin Lewis, pensioners with incomes above the £35,000 threshold will repay the Winter Fuel Payment as additional tax during the 2026/27 tax year. This repayment will be enforced through adjustments to their tax codes, rather than requiring direct lump-sum payments.

The affected group includes retirees who received either £200 or £300 payments for the winter of 2025/26, based on individual income (not household income), and who do not typically file self-assessment tax returns. Notifications are scheduled to arrive in early April 2026.

Eligibility and Opt-Out Procedures

To avoid future clawbacks, pensioners can opt out of receiving Winter Fuel Payments by completing an opt-out form before 11:59 PM on September 20, 2026, or by calling the helpline before 6:00 PM on September 18, 2026. Those who wish to opt back in must contact the Winter Fuel Payment Centre before March 31, 2027, to qualify for payments for the winter of 2026 to 2027.

It is crucial to report any changes in circumstances—such as moving house or entering a care home—promptly to the Winter Fuel Payment Centre, as these can impact payment eligibility. However, once a clawback is initiated by HMRC for incomes over £35,000, individuals cannot voluntarily return the payment themselves.

This move follows Department for Work and Pensions (DWP) payouts and highlights ongoing efforts to ensure benefits are targeted appropriately, affecting a substantial portion of the pensioner population across the UK.
