Plymouth planning applications open for public comment

A significant planning notice issued by Plymouth City Council has unveiled a raft of proposed developments across the city, inviting residents and interested parties to have their say. The formal notice, published under the Town and Country Planning Act 1990, appeared on the Public Notice Portal and in The Herald newspaper on Tuesday, December 23, 2025.

Key Development Proposals Across the City

The notice outlines fifteen separate applications, covering a diverse range of works from essential safety upgrades to artistic installations. Residents have a 21-day window from the publication date to submit formal representations regarding any of the plans.

Among the notable planning applications are several substantial projects. These include a major extension to Sunnymeade Care Home on Tavistock Road, which proposes the demolition of two properties on Powisland Drive and a three-storey extension to create 48 additional bedrooms. Another significant safety-focused application seeks the removal and replacement of combustible cladding at Rivage Apartments on Hoe Road with new non-combustible materials.

From Art to Accessibility: A Varied List

The list also features multiple proposals for temporary external artwork at prominent locations including The Barbican, Old George Street, the Bowling Green, and outside the Pannier Market on Market Avenue. Heritage and accessibility improvements are also on the agenda.

These include listed building consent requests to install a platform lift and ramps at 15 Portland Villas, and to replace 21 timber single-glazed windows with double-glazed units at 52 Durnford Street. Further residential applications range from roof alterations and extensions to the creation of new self-contained flats and the installation of electric vehicle charging points.

How to View Plans and Submit Feedback

All application details can be examined in full on the Plymouth City Council planning portal online. For those without internet access, the documents are also available to view at any Plymouth library with public internet facilities.

The council strongly encourages anyone with concerns or who believes they may be adversely impacted by any of the proposals to submit a representation within the deadline. The planning team can be contacted for general enquiries on 01752 304366.

It is crucial to note that all comments must be received by the council within 21 days of December 23, 2025. This public consultation phase is a key part of the planning process, allowing local views to be formally considered before decisions are made.
