Trial Motorhome Ban Set to Become Permanent in North Yorkshire

A trial ban on motorhomes and campervans parking overnight at popular tourist destinations is poised to be made permanent by North Yorkshire Council. The restrictions, initially implemented in November 2024, target specific areas including North Bay in Scarborough and the A174 south of Sandsend village, enforcing a prohibition from 11am to 7pm.

Council Decision and Public Consultation

Councillors are scheduled to discuss the permanent implementation on 27 March, with the council asserting that "the aims of the trial have been reached." This move follows a comprehensive public consultation that garnered over 3,000 responses. Approximately two-thirds of these submissions came from motorhome owners, the majority of whom opposed the ban. In contrast, local residents showed stronger support, with 60 percent backing or strongly backing the plans.

Reasons Behind the Ban

Malcolm Taylor, executive member for highways and transport, explained that the trial was introduced due to an increase in motor caravan holidays, leading to vehicles occupying multiple parking spaces for extended periods. He highlighted complaints about anti-social behavior, including reports of campfires, barbecues, littering, and defecation on grass areas. "The tourist economy in Scarborough and Whitby is vital to prosperity in the area, but we must try and strike the right balance between all road users," Taylor stated.

Future Considerations and Alternatives

Despite the opposition, the council believes there is sufficient alternative provision for motorhomes. Additionally, evidence suggests that during the trial, motorhomes were displaced into residential areas, prompting the council to consider extending similar restrictions there. Councillors have indicated they may explore alternatives, such as dedicated motorhome facilities or marked bays. However, officers cautioned that simply charging for overnight parking could "exacerbate" existing problems, emphasizing the need for balanced solutions.
