Drivers are being urged to take immediate action regarding number plate changes and to inform the DVLA amid growing concerns over plate cloning. New data reveals that there were 7,381 incidents of stolen plates recorded in the UK last year, marking a 30 percent increase over the past 12 months. This figure is more than double the total seen in 2021, when 3,376 plates were stolen.

Rise in Plate Cloning Incidents

The problem extends to number plate cloning, which also recorded a 53 percent increase over the same period, rising from 7,430 incidents in 2021 to 11,394 last year. The trend is causing significant stress for innocent drivers who find themselves facing penalties for offences they did not commit.

Case Example: Birmingham Clean Air Zone Fines

Ruth Costello, from West Sussex, received 19 fines from Birmingham's Clean Air Zone, despite never driving her car there. She described the experience as a "head-banging frustration." Birmingham City Council said it could not comment on the specific case but encouraged anyone who received a Penalty Charge Notice (PCN) believed to be an error to make a representation online or by post.

Expert Warnings and Advice

Kevin Mead, head of Churchill Motor Insurance, commented: "It's concerning to see that reports of stolen and cloned number plates are increasing so rapidly. It's a worrying trend that continues to cause significant stress and disruption for innocent drivers who are left dealing with months of inconvenience as they try to challenge penalties and clear their name."

Mead advised: "Drivers should report it immediately to the police, inform the DVLA and alert their insurer to help limit further impact. Using tamper-resistant screws for number plates can help reduce the risk, but if a plate is stolen or suspected to be cloned, swift action is essential."

Ghost Number Plates on the Rise

Police forces have also recorded a rise in the use of ghost number plates, which have a reflective coating that prevents them from being read by automatic number plate recognition (ANPR) cameras. This adds another layer of difficulty for law enforcement in tackling the issue.
