North Yorkshire Council is set to discuss and potentially make permanent a strict ban on overnight parking for motorhomes and campervans at several coastal locations. The crucial vote is scheduled for March 3, following an experimental traffic order that has been in place.
Background of the Experimental Ban
An Experimental Traffic Regulation Order (ETRO) was initially implemented to restrict overnight parking at Sandsend, Royal Albert Drive, and Cayton Bay. The council cited that the number of motorhomes had reached an "unacceptable level," leading to concerns about parking availability and safety.
Overwhelming Public Response
A council report revealed that the consultation received more than 3,000 responses, with many objecting to the ETRO. Interestingly, over two-thirds of respondents identified as motorhome owners, and 90% of them objected or strongly objected to the ban. Many comments expressed a desire to return to these locations for overnight parking.
Council's Rationale for the Ban
The council stated that while motor caravans are welcome during the daytime, extended stays, including overnight parking, restrict other visitors from finding suitable parking for recreational purposes. Additionally, the Fire Authority has raised concerns after receiving complaints and attending incidents on Marine Drive and Royal Albert Drive, warning about potential fire spread risks.
Officers' Recommendations and Future Considerations
Council officers noted that the concerns regarding overnight parking would not be alleviated by the current proposal and could even worsen existing impacts on local amenity. Although the consultation showed a large number of objections, the council highlighted that most objections did not directly address the reasons behind the scheme. However, these objections will be considered in an upcoming review of parking in Scarborough and Whitby.
The decision next week will determine whether this temporary measure becomes a permanent fixture, affecting motorhome and campervan drivers across the region.
