Planning Approval Granted for Affordable Housing on Former Library Site
Sandwell Council has officially approved a planning application to construct nine affordable flats on the site of the former Harvest Road day centre in Rowley Regis, marking a significant step forward in addressing the borough's housing needs. The development, a collaboration between SWG Construction and the council, will transform the location that previously housed a library for over a decade before its demolition in recent years.
Addressing Critical Housing Shortages
According to housing officers at Sandwell Council, there is a critical shortage of three and four-bedroom flats for families requiring more space, a need reflected in the mix of flats proposed in this application. Council figures reveal that demand for one-bed flats from those with non-emergency needs, such as overcrowding, results in waits of nearly a year, while three-bed flats face very high waits exceeding four years, and four-bed flats nearly nine years.
The council's planning officers emphasized in their report that the development would be sufficiently distanced from neighboring properties, ensuring no significant concerns regarding impacts on light, outlook, or privacy. They noted that the massing, scale, and appearance of the project are proportionate to the area and raise no issues with the character or visual amenity of the wider locale.
Historical Context and Future Prospects
The site has a rich history, having served as a special library service from 2012, supplying books to the elderly, disabled, and nursing home residents, before the service moved out, leaving the building vacant. Permission to demolish the former library was granted in 2022, following an earlier approval for an NHS application to build eight houses on the land in the previous year.
The new flats will be situated opposite the flagship Harvest View nursing home, an 80-bed care facility that opened in 2022, integrating health and social care staff to assist individuals in transitioning back home after hospital stays. This strategic location enhances the community's infrastructure and support networks.
Broader Development Initiatives
In addition to this project, SWG Construction and Sandwell Council are exploring a similar housing scheme near the new Horseley Road metro stop in Tipton, indicating a broader commitment to expanding affordable housing options across the region. The approved application is policy-compliant and is expected to contribute significantly to much-needed housing in the borough, as highlighted by planning officials.
